Article XIV Section 2.3 of the Philippine Constitution of 1987 mandates the State to establish a system of, among others, subsidies and incentives to deserving individuals in both public and private schools

Policy Principles

-ESC aims to make quality junior high school education accessible by providing financial assistance to deserving elementary school graduates who wish to study junior high school in private schools.

-The ESC is a concrete demonstration of public-private partnership in education and this partnership is sought in all levels of the program’s operations.

Terms of the Grant

Coverage

Four (4) years of JHS starting in Grade 7
Annual coverage of P9,000.00

Conditions of the ESC Grant

The grant remains in force for the next school year if:

The grantee is promoted to the next grade level;
The grantee is enrolled in an ESC Participating JHS

The grant is terminated if a grantee does any of the following:

Drops-out for non-health reasons in the middle of the school year;
Fails to be promoted to the next grade level;
Is dismissed or expelled by the school for disciplinary reasons;
Transfers to a non-ESC Participating JHS.

Transfer to another ESC Participating JHS is allowed.

In cases when the applicable subsidy amount of the releasing school is different from that of the accepting school, the accepting school will be paid the lower of the two applicable subsidy amounts.

Grantees that drop out due to death of a parent or guardian, force majeure, prolonged illness or accident may be reinstated into the ESC program provided they submit documents to support their claim.

Selection of ESC Grantees

Requirements

– ESC application form

– Photocopy of PSA Certified Birth Certificate

– Photocopy of Grade 6 Report Card

– 2×2 photo of ESC applicant

– Proof of income

Voucher Program Guidelines

Automatically qualified students

Category A – All Grade 10 completers from the preceding SY in Public Schools
Category B – All Grade 10 completers from the preceding SY in Private Schools
Category C – All Grade 10 completers from the preceding SY in Private Schools who are not ESC grantees
Category D – All Grade 10 completers who completed Grade 10 prior to the previous Sys but not earlier than 2016 and had not previously enrolled for Grade 11
Category E – Learners who had passed the ALS A&E Test for Grade 10 not earlier than 2018 and had not previously enrolled for Grade 11, or ALS learners who passed the Portfolio Assessment for Grade 10
Category F – Learners who passed the PEPT for Grade 10 not earlier than 2016 and had not previously enrolled for Grade 11, or learners who will take the PEPT for Grade 10 in the upcoming SY.
